CAP sites The Community Access Program (CAP) is a key component in a Government of Canada initiative entitled Connecting Canadians, and is delivered by Industry Canada. Its purpose is to provide Canadians with affordable public access to the Internet and the skills necessary to use it effectively, through computer support and training.
CAP began in 1994 in rural communities with populations of up to 50,000, and in December 1999 was extended to urban communities with populations exceeding 50,000. CAP sites are located all across Canada, in public places such as schools, libraries and community centres.
